城市型风景名胜区边界区域的特征与发展研究

【摘要】：城市的发展与资源的保护是一对矛盾体，，而城市型风景名胜区则是这个矛盾的统一和协调之处。笔者本着个人的研究方向和学习兴趣在本文中力求深入分析这一区域的特征并为这一区域的发展探求可以实施和推广的发展策略。城市在发展的过程中不断的对外扩张和延伸，在这种快速城镇化的过程中导致了城市型风景名胜区在不断的被蚕食，引起这一区域的不断的进行着从变换到变形以至最终的变性的一个变化过程。城市的快速发展使得其对景观和绿化的需求随着增长，但在城市边界区域中十分缺乏这类用地。而城市型风景名胜区的优美环境和完善的自然环境构成了其与城市功能对接的重要支撑。本文首先分析当前城市型风景名胜区边界区域发展中所受的大环境因素的影响，其后对这一区域进行了深入的对比研究：通过将其与风景名胜区边界内部、城市——农村边界区域、郊野型风景名胜区边界区域进行对比研究从而得出这一区域的特征、特点、共通之处和可行措施。在本文的最后通过从本章在前文对城市型风景名胜区边界区域的特征进行分析后，从对应的土地利用、空间管制、发展定位、功能布局、发展管理等几个方面对其进行对应策略的研究和分析。通过对我国现有城市型风景名胜区边界区域的调研，吸取利用有益的经验和方法。通过研究指出一条可以实施的策略：首先为这一区域指定了可行的土地利用策略，其次从空间控制指标体系、空间发展方法、空间建设尺度等三个方面为其制定空间管制的实施策略；从错位发展、特色延续、变革模式等三个方面制定发展定位的实施策略；最后分别从生态引导、景区与城市协调的引导城市功能布局和管理权限的整合、规划编制所指导的发展管理策略两个方面对其进行了引导。
[Abstract]:The development of city and the protection of resources are a pair of contradictions. The urban scenic spot is the unity and coordination of this contradiction. In this paper, the author tries his best to analyze the characteristics of this area and to explore the development of the area. Implementation and promotion of development strategies. In the process of development, cities expand and extend continuously, which leads to the continuous encroachment of urban scenic spots, which leads to the continuous transformation of this region. The rapid development of a city makes its demand for landscape and greening grow. However, there is a lack of such land in the urban boundary area, and the beautiful environment and perfect natural environment of the urban scenic spots constitute the important support for the docking with the urban function. This paper firstly analyzes the influence of the environmental factors on the development of the boundary area of the urban scenic spot, and then makes a deep comparative study on this area: by comparing it with the interior of the boundary of the scenic spot. The characteristics, characteristics, common points and feasible measures of the urban-rural boundary area and the border area of the countryside scenic spot are studied comparatively. At the end of this paper, through the analysis of the characteristics of the boundary area of the urban scenic spots from the previous chapter, from the corresponding land use, space control, development positioning, functional layout. The corresponding strategies are studied and analyzed in several aspects, such as development and management. Through the investigation of the border areas of the existing urban scenic spots in China, useful experience and methods are absorbed and utilized. This paper points out a strategy that can be implemented: firstly, the feasible land use strategy is designated for this area; secondly, the spatial control index system and the spatial development method are introduced. The implementation strategy of space control is formulated in three aspects: the scale of space construction; From the dislocation development, the characteristic continuation, the transformation pattern and so on three aspects formulates the development localization implementation strategy; Finally, it is guided from two aspects of ecological guidance, coordination of scenic spots and cities, integration of urban function layout and management authority, and development management strategy guided by planning and compilation.
