国际离岸服务外包的承接国发展模式比较研究

在经济全球化的今天,外包已经成为世界范围的一种普遍现象,成为了企业价值链的一环。经济全球化和信息化的发展极大地改变了跨国公司经营和竞争环境,国际服务外包成为跨国公司提高核心竞争力的战略选择,推动了全球新一轮的产业转移。这对走向国际市场、发展现代服务业的中国来说充满着机遇和挑战。上世纪90年代以来,随着信息技术的迅速发展,特别是互联网的普及与应用,服务外包得到了蓬勃发展。尤其是近两年来,印度、爱尔兰、墨西哥等外包服务业发达的国家已经不能满足日益扩大的市场需求,开始向包括中国在内的第二批服务外包基地转移。作为国际服务外包转移的主要承接地,我国应抓住这一历史性机遇,大力发展服务外包产业,优化产业结构,提升服务业水平。中国政府重视服务外包,且服务外包的有关内容已列入了国家“十五”规划。随着服务外包“千百十工程”的实施,中国商务部在全国范围内已认定了16个服务外包基地城市和4个服务外包示范区,各基地城市地方政府也制定了许多支持政策。但从实践来看,与其他国家相比,中国的承接国际服务外包的能力还发展落后.基于此,本文分析了世界三大著名承接国的国际服务外包的发展模式,通过比较分析,试图找到一条适合中国...
