城景协调视角下的华阴市中心城区总体布局研究

【摘要】：伴随我国城市经济社会的发展与城市空间的不断扩张，毗邻风景名胜区的城区与景区发展关系密切，两者逐步由相对独立发展走向对城景协调发展局面的追求。然而，由于现状城区与景区的建设往往均从自身出发、强调各自利益，导致不仅无法达到二者协调发展的目标，更造成二者之间由关系协同逐渐演化为关系对立，并同时呈现出一系列城景定位模糊的失调发展状态。随着十八大报告中把生态文明建设摆在总体布局的高度来论述，，如何在兼顾城区发展与景区保护的基础上调整城景协调发展关系、在完善城市功能的基础上引导旅游服务设施向城区集聚已成为毗邻风景名胜区的、以风景区旅游为发展特色的城市日益关注的问题。城市总体布局作为城市建设与实施的基础与依据，在引导城市空间合理发展、协调城景发展关系方面有着重要作用。本文中协调城景发展关系的基本思路为，首先从厘清对城景的功能认识入手，扭转城景错位发展现状，正确界定毗邻风景名胜区城区的城市功能，并在此基础上将功能、结构、形态相结合，进而组织城市各系统，使三者形成耦合整体，共同作用于城景发展的全过程。本论文以毗邻华山国家级风景名胜区的华阴市中心城区（下文简称华阴城区）为案例展开研究。论文在耙梳与揭示城景关系演变、内涵与属性及系统总结国内外相关研究的基础上，通过深入分析华阴城区与华山景区的城景关系，初步探讨了如何协调城区建设与景区保护的平衡、建立华阴城区唇齿相依的城景共生发展机制。随后，论文结合华阴城区发展现状展开实例研究，首先，调整华阴城区与华山景区的错位发展现状，突出城区的华山国家级风景名胜区旅游服务基地职能，发挥其作为省级历史文化名城的旅游与游憩功能，并注入旅游衍生产业功能；其次，基于充分体现风景名胜区对城区影响的合宜的城市建设用地适宜性评价模型，选择华阴城区的城市建设用地，并分类对待华山景区中的自然资源型与历史人文资源型景区，确定未来城区的城市发展方向为“东限、西进、南控、北延”，基于此，在反映原有空间秩序的基础上，构建尊重华阴城区与华山景区独特肌理、具有生态和动态特点的紧凑有机的城景整体空间结构；第三，在整合城区原有外部形态的基础上建立城区与内部景区、周边自然环境的有机联系，形成集中紧凑、尊重景区的城区外部形态及维护肌理、明晰合宜的各组团外部形态，并营造虚实结合、连续有序的城景整体界面。由此，通过将城景整体要素与城市功能、结构和形态的有机结合，形成毗邻风景名胜区城区城景协调的总体布局，引导城景协调健康发展。
[Abstract]:With the development of urban economy and society and the continuous expansion of urban space, the urban areas adjacent to scenic spots are closely related to the development of scenic spots. The two gradually from relatively independent development to the pursuit of coordinated development of urban landscape. However, due to the current situation of urban areas and scenic areas are often from their own construction, emphasizing their respective interests. As a result, not only can not achieve the goal of coordinated development of the two, but also lead to the gradual evolution of the relationship between the two from the coordination of opposites. At the same time, it presents a series of misaligned development state of the location of city scenery. With the 18 report put the construction of ecological civilization in the overall layout of the height to discuss. How to adjust the coordinated development of city scenery on the basis of taking into account the development of urban area and the protection of scenic spots, and guide tourism service facilities to agglomeration into the urban area on the basis of perfecting the city function has become the adjacent scenic spot. Scenic area tourism as the development characteristics of the city is increasingly concerned about the problem. As the basis and basis of urban construction and implementation, the overall urban layout plays an important role in guiding the rational development of urban space and coordinating the relationship between urban landscape development. First of all, starting with the clear understanding of the function of urban landscape, reverse the status quo of urban landscape dislocation development, correctly define the urban functions adjacent to scenic spots, and on this basis will function, structure, form combined. Then the city system is organized to form a coupled whole and act on the whole process of the city landscape development. This paper takes Huayin City as a case study, which is adjacent to Huashan National Scenic spot. On the basis of intension, attribute and systematical summary of relevant research at home and abroad, this paper discusses how to coordinate the balance between urban construction and scenic area protection through in-depth analysis of the relationship between Huayin urban area and Huashan scenic spot. Establish Huayin city city-scene symbiotic development mechanism. Subsequently, the paper combined with Huayin urban development status quo to carry out a case study, first, adjust the Huayin urban area and Huashan scenic area dislocation development status quo. Give prominence to the function of tourism service base of Huashan National Scenic spot in urban area, give play to its tourism and recreation function as a provincial historical and cultural city, and inject the function of tourism derivative industry; Secondly, based on the appropriate evaluation model of urban construction land, which fully reflects the impact of scenic spots on urban areas, the urban construction land in Huayin city is selected. And the classification of natural resources and historical and cultural resources in the scenic area of Huashan scenic spots, determine the future direction of urban development is "east limit, west, south control, north extension", based on this. On the basis of reflecting the original spatial order, a compact and organic overall spatial structure of urban landscape with ecological and dynamic characteristics is constructed, which respects the unique texture of Huayin urban area and Huashan scenic spot. Third, on the basis of the integration of the original external forms of urban areas, the establishment of urban areas and internal scenic areas, the surrounding natural environment organic links, forming a compact, respect for the urban area of the external form and maintenance of texture. The external form of each group is clear, and the combination of reality and vanity is built, and the whole interface of the city landscape is continuously orderly. Thus, the organic combination of the whole elements of the city scenery and the function, structure and form of the city is adopted. Form the overall layout of urban landscape coordination adjacent to scenic spots, guide the coordinated and healthy development of city scenery.
