【摘要】:城市基础设施是城市运行、居民生活的实质性基础,同时也是城市经济中的主要产业部分,在很大程度上对城市的生产生活有着制约作用和促进作用,并广泛影响着城市经济的其它方面。城市的现代化首先应该是城市基础设施的现代化。 市北区作为青岛市的中心老城区,,是全市人口最多、人口密度最大的城区,在全市宏观生产力布局和经济社会发展中处于重要的地位。近年来,青岛市市北区建设工作以市场经济体制的完善和现代化进程在市北区的实现为目标,加速促进城市基础设施建设体系的改革创新,形成了城市基础设施事业的快速良好发展,在一定程度上解决了城市基础设施落后的现状。然而市北区城市基础设施建设的进程、管理的水平和力度与广大居民的需求、经济发展的现状依然存在距离。因此,须对市北区基础设施项目管理模式进行研究和探索。 本文研究的目的是通过分析市北区基础设施项目建设与管理活动,借鉴国内外的重要理论研究成果和实践经验,探究与市北区经济和社会发展相适应的城市基础设施项目管理模式,并为政府部门提供相关建议。 本文首先从选题背景、研究目的与意义、以及有关城市基础设施项目管理的文献研究着手,探讨了城市基础设施项目管理模式的基本理论,其中包括项目区分理论、项目投融资管理、代建制理论等;随后介绍了市北区城市基础设施项目管理现状,并在此基础上,从市北区城市基础设施项目的建设、融资、运营等方面深入分析了市北区城市基础设施项目管理所存在的问题及其原因;接着通过比较、借鉴国内外先进城市基础设施项目管理模式、机制,提出了加强市北区基础设施项目管理的相关对策建议。最后,通过海泊河景观综合整治工程对市北区基础设施项目管理模式的优化进行了实证研究。 通过以上问题的研究和解决,按照青岛市“十二五”城市发展规划,不仅提出适合市北区城区发展的基础设施项目管理策略,同时可以为青岛市城市建设管理部门提供建设、融资、运营等方面的参考,进一步推动城市经济发展、提高城市竞争力,使城市基础设施建设更好的为高速发展的国民经济服务。
[Abstract]:Urban infrastructure is the substantive basis of urban operation, residents' life, but also the main industrial part of urban economy, to a large extent, the city's production and life has a role in restricting and promoting. The modernization of the city should be the modernization of the urban infrastructure. As the central old city of Qingdao, Shibei District is the city with the largest population and population density, which plays an important role in the distribution of macro-productive forces and economic and social development in the city in recent years. With the goal of perfecting the market economic system and realizing the modernization process in the northern part of Qingdao, the construction of the northern part of Qingdao city will accelerate the reform and innovation of the construction system of urban infrastructure. Formed a rapid and good development of urban infrastructure, to a certain extent, to solve the status quo of urban infrastructure backwardness. However, the process of urban infrastructure construction in the north of the city. The level and intensity of management are still far from the needs of the residents and the present situation of economic development. Therefore, it is necessary to study and explore the management mode of infrastructure projects in the North District of China. The purpose of this paper is to analyze the construction and management activities of infrastructure projects in Shibei District, and to learn from the important theoretical research results and practical experiences at home and abroad. This paper probes into the urban infrastructure project management model suitable for the economic and social development of Shibei District and provides relevant suggestions for government departments. Firstly, this paper discusses the basic theory of urban infrastructure project management model from the background, research purpose and significance, as well as the literature research on urban infrastructure project management. It includes the theory of project differentiation, the management of project investment and financing, the theory of agent system and so on. Then it introduces the present situation of urban infrastructure project management in Shibei District, and on this basis, from the construction of urban infrastructure projects, financing. In the aspects of operation and other aspects, this paper deeply analyzes the existing problems and causes of urban infrastructure project management in Shibei District. Then through the comparison, draw lessons from the domestic and foreign advanced urban infrastructure project management model, mechanism, put forward the relevant countermeasures and suggestions to strengthen the infrastructure project management in the northern region. Finally. An empirical study on the optimization of infrastructure project management model in the North District is carried out through the comprehensive landscape regulation project of Haibo River. Through the research and solution of the above problems, according to the "12th Five-Year Plan" of Qingdao city development plan, not only put forward the infrastructure project management strategy suitable for the urban development of the north district of the city. At the same time, it can provide reference for Qingdao city construction management department in construction, financing, operation and so on, further promote the urban economic development and improve the city competitiveness. Make the urban infrastructure construction better for the rapid development of the national economy.
