        随着航空运输业、旅游、培训、农林作业、特种救援等民航产业及机群的大发展，航线维护及飞机维修安全管理问题也日渐突出。安全管理系统作为一种控制风险的管理工具，近年来在民航系统得到了广泛的推广与应用。根据以往国内外一些发达国家在民航安全管理方面已取得的卓越成果，将风险管理纳入安全管理体系的重要核心内容，去其糟粕取其精华，结合我国民航的实际情况建立相应的安全管理体系，对打破我国目前管理模式所具有的局限性，实现预防为主的安全管理理念，对安全进行持续改进的先进管理方法，采用责任制的安全管理方式，倡导全员参与的安全文化，意义深远。本文以在吉航公司民用飞机维修安全管理项目方案设计为出发点，结合公司实际情况，分析安全管理现状及存在的问题，从而指出公司实施安全管理项目的必然性。从安全管理项目的策划、建立、实施、改进为切入点，应用理论研究、实践调查、系统研究等方法，，期望找出一套适用于吉航公司全面业务的安全管理方法，使安全管理体系成为公司推广运用的切实有效的手段。首先，在国内外民航应用安全管理体系取得卓越成果，吉航公司采用传统安全管理模式的现状存在不足的背景下，指出公司实施安全管理项目的目的及意义，并对论文的整体框架及内容进行了说明介绍。其次，通过更深层次的对公司民用飞机维修安全管理体系的发展历史及公司民用飞机维修所采用的传统安全管理存在问题的分析，提出公司传统安全管理只从安全生产、人身安全的角度进行安全管理，缺乏对飞机维修过程中危险源的识别、风险分析、风险评价及风险控制的安全管理，从而指出公司实施安全管理体系(SMS)的必然性。第三，通过对公司安全管理体系（SMS）的理论基础及公司安全管理存在问题的分析，按照“航空行业的安全与质量要求”提出的对维修单位实施安全管理体系的总体部署及具体要求。结合本公司特点确立安全管理项目的设计原则及总体方案，并建立了公司安全管理体系（SMS），制订了安全管理手册1本及程序文件9份，并下发实施。第四，公司安全管理项目的实施过程中，对各类安全风险进行了识别、评价及控制，核心强调对理修过程中的安全管理管理进行实时动态的管理，做到有法可依，依法执行。公司以遵循“PDCA”原则为保障措施，通过公司安全管理体系（SMS）的日常工作中的持续监控、员工报告和反馈系统，内部审核工作、外部审核、管理评审等工作实现体系的持续改进，达到不断提高安全管理水平的目的。最后，通过公司民用飞机修理安全管理项目方案设计的研究得出安全管理项目在中航工业吉林航空维修有限责任公司民用飞机修理领域应用的项目通过实行管理控制，推行SMS管理，加强全面质量管理、建立安全管理体系以来，增强了全体员工的安全质量意识，提高了安全管理水平，对公司安全问题的发生起到了有效预防作用的结论。
