从立法、教育和媒体角度看中医药在澳大利亚的发展历程和所遇挑战

  中医药(TCM)于十九世纪中叶随着华人矿工传入澳大利亚。然而,直到1972年美国总统尼克松访华,其随行记者突发急性肠胃炎并通过针灸得到治愈,中医药才在西方国家得以正名。同年,白澳政策在澳洲得以废除。从此,中澳两国关系的复苏在促进中医药的发展方面发挥了重要的作用。在澳洲,中医药从各州到全国的逐步立法也历经波折,其中维多利亚州于2000年推出了西方世界第一部中医法典,到了2012年才实现了全国的注册和认证法案。与此同时,澳大利亚也在针灸与中草药的标准化高等教育领域颇有成就,现共有三所综合性大学授予学生中医相关学位。不过,这一规范化的补充与替代医学形式依旧面临着来自澳大利亚主流媒体的争议言论,从而也引起了我们的思考:如何正确地让“中医故事”走向澳大利亚乃至世界。本文将通过定量与定性的研究方法,向大家展现一幅中医药在澳大利亚发展的清晰画卷,涉及立法、教育以及媒体领域。此外,一些国人和澳洲朋友对中医药的相关问题持有某些误解,笔者也将会对其进行澄清,最后则会提出相关可行方法,以帮助中医药文化在这一南半球领军国家的传播。
