如今,公共生活的各个领域,包括文化,娱乐,商业和学术研究在内的各个不同的行业,都因为新技术的出现而产生了彻底的变革。信息科技的发展更是成为了全球共同关注的论题。信息与数据时代的到来,显著促进了商业,教育,医疗,政治等社会方面的改善与进步。然而,伴随着信息化社会的急速发展以及网络空间的迅速膨胀,新的问题也随之涌现。尽管数字化时代所具有的优势无可非议,其派生的问题同时也不容忽视,其中的网络安全问题便正为立法者及专家密切关注。同时,网络安全问题的频繁发生、复杂性和影响也使问题本身更加严峻,尤其是在诸如越南这样的发展中国家之中。同其他国家相似,越南的网络发展也极为迅速。因此,越南政府正着手探索法律手段以保护网络安全。本文包括四个主要部分论文的第一部分简要介绍了网络空间的本质,同时论述了网络安全的必要性,以便了解网络空间中的潜在危险。此外,网络犯罪中的犯罪分子构成的危险与传统犯罪所能带来的危害极为不同。因此,第二部分旨在介绍网络犯罪的法律问题。根据犯罪目的的不同将各种网络犯罪分成易于管理的类别促进了国内法和国际法的发展,使得其可以通过判断犯罪行为归属的类别,行使统一化的法律手段来规定个人或者国家...
